His public service took him through many organizations in many positions, as organizer and first General Secretary of the Barbados Workers Union; First Registrar of the University College of the West Indies; member of parliament for the Barbados Progressive League; a Member of the House of Assembly; General Secretary of the Barbados Labour Party; Acting Governor and Commander-in-Chief of Barbados, as well as serving as the Commonwealth Assistant Secretary-General and Secretary-General of the Association of Commonwealth Universities.
